This panel is where binders are created and reviewed. For now it is restricted to sysops and supports creating a binder for an existing MediaWiki user, assigning that user as owner/admin, listing recent binders, and recording the operation in the WikitAccess access log.

A Wikit Folder is a protected collection of tracked Wikipedia source articles owned by a Wikit user. Each folder connects those source articles to their private Staging, Signals, and Insights workspaces, so the same imported source can be reused across different client contexts without leaking data between them.
